The Reserve Bank of Vanuatu, in exercise of the powers conferred by Part 2 of NPS Act#8 of 2021, is legally responsible for controlling, managing and operating VANKLIA.

In its capacity as the Central Bank of Vanuatu, RBV administers the Exchange Settlement Accounts (ESAs) of Participants and provides intraday liquidity and other facilities to ensure efficient and sound clearing and payment systems. In this respect RBV coordinates and oversees the payment systems activities in Vanuatu, and acts as a Settlement Agent in its capacity as System Operator of VANKLIA.

As the System Operator, RBV is responsible for the;

1. Authorization to participate in VANKLIA;
2. Establishment and maintenance of these Rules and Security Procedures; and
3. Authorization of operating standards and procedures of VANKLIA.
